You are right also in that the more variables that you add the more difficult it becomes to balance and interpret stats. Yes general tier setup is decent and semi well balanced. Though there are some stand out tanks on both sides of what you could call the balanced line very little of any of the changes since I started 5months ago have dealt with those issues at all. Though if you get into the balance on multiplayer FPS or RTS there is a lot more to balance then you would think easily as much this game if you want to do it right.
If anything what would help the devs most other then just a blanket "more well written posts" statement. A little dev input on how they would like us to tackle(get into specific stats, etc?) the OP/UP tank issue would be useful as well so that we can put it in a format that will get discussion with the devs without turning it into another Russian Bias thread.
MrVic: Oh I know they other games have lots to the balance but most are
quite a bit fewer in variables. With the ballistics engine in this
game alone calculates effective armor thickness based on the angle
of shot taken, also with varying levels of protection due to armor
front/side/top/rear those variables create a much larger balance
problem. Most other games the person/unit you control has less
variables based on location. Even hit boxes for arms/legs/head are
much simpler. In WoT with modules and armor facings instead of a
chest shot you have a chest shot with a shattered rib and a
punctured lung 
All games are very hard to balance, WoT I think has a monumental task in doing it here due to the situation.
