Should the 59-16's 76mm guns match the Soviet 76mm S-54's performance?

because the gun caliber is the same doesn't mean the performance
has to be as well. And if that's 'not your point', why come in here
and compare it to other guns to begin with? I do agree that
the 59 16 needs a (minor) buff, but this isn't the one it needs.
I'd sooner propose a viewrange buff.
