Activatable repair speed boost

Lert:   It's a choice. If your gun is already loaded you don't need that reload speed. And if your turret ring and track are both busted, you can't get your gun on a target anyways. Getting your track and turret ring functional again is more important than your reload speed. It's situational and I'm sure you can bring up as many situations where you'd opt not to do this as I can where I'd opt to do this, but that's where it being optional and activatable at any time during repairs comes in.  

Lert:   Could give it a cool down timer or give it finite uses. Maybe a consumable. Maybe a piece of equipment. Maybe a crew skill. Idunno. There are many ways to do this.
