Lert:   If they're stupid enough to accept a $1000 gift from a stranger, yeah. Otherwise they'll simply click 'decline', and you've screwed yourself over.   Plus, imagine of the person sending the gift got his account suspended, instead of the person receiving. If that were the case, I'd go and make like 5 alt accounts and gift myself 25k gold from each one. What do I care if my alt accounts get suspended - I've got the gold on my actual account.
