You are missing the point entirely. This about WG and their monetization strategy. Gameplay has little to do with it. WG largely makes money by selling premium tanks and premium time. In order to generate a demand for these two products then they need reasons to buy them. In the case of shooting at heavily armored tanks then they have provided "more expensive - in terms of credits" premium ammo for players to shoot through that armor. Thus increasing the need for premium tanks and premium time to earn those credits. Think of yourself as an xp piñata, because IMHO that is how WG views heavy tanks. Until they decide to change their monetization strategy, then I think you are out of luck. Note - for a lot of the really good competitive players (not me I am terrible) then I would hazard to guess that premium rounds are also a way to mitigate for the effects of RNG by having a higher base pen.
KRZYBooP: Currently, WG is looking to address premium rounds as stated
in the previous balance revamps held earlier this year. It was made
pretty apparent that changing pen values only shifts the balance.
Everything in the game is balanced on damage mechanics and that
test I spoke of made Heavy tanks very difficult to deal with. The
rounds weren't even changed that much. With over 500 tanks in-game,
with many personal favorites, these changes are going to be
slow. Now while premium rounds have a better pen value,
they still suffer from all the normal stuff a tank round has to
consider. Rocks, tank angle, dispersion, and teammates jumping in
front of your well-aimed shot! Since premium rounds can be
resupplied with credits it allows everyone access to them, both
veteran and non-veteran players. Veteran players know how to make
credits in their favorite tier 8 tanks with a platoon to supplement
their tier 10 battles, of which they may not even lose due to them
being in a platoon and able to count on each
other. After playing heavy tanks for a bit I did notice
that if I don't move from behind a rock the enemy will get
impatient and get blown to the garage by my team of TD's lining up
a shot.

yep, and I would add, quit being so fricken cheep and shoot some gold. When you play a Dungeon and Dragons type game do you not use healing pots?
