[ S T ] Balance tweaks for some tanks.

KRZYBooP: Howdy Boom Jockeys! The most recent update brought extensive changes to a number of vehicles. Some vehicles changed their tier, some vehicles changed their type, which resulted in changes to their technical characteristics. All low-tier vehicles, without exception, had their durability increased.Such extensive changes expectedly affected the performance of particular vehicles. According to the statistics from live servers, additional adjustments are required; so at the Supertest players will see vehicles that were most affected by the update.
