Question for WG: does chat ban ever get reset?

like 1-3am eastern time, its not instant or dynamic which leads to
peoples confusion as they carry on as if nothing happened when
saying something that has earned them a ban when they have been
targetted but the trigger isnt pulled until hours later. The
automated system doesnt, to my knowledge, trigger any strikes, it
just keeps scaling up, manual reporting and then interaction from a
CSR earns you a strike, of which you get 5 of them and then a perma
chat ban, these are likely to be abuse sent in the garage as the
automated system doesnt monitor garage chat (yet)
