Question on Menage a trois CW battle scenario

They'd have to fight an 8v15 in one encounter battle and a 7v15 in the other simultaneously, which likely wouldn't go too well for them in either, and both provinces of theirs would then be under attack.   Had a first for me fighting another land holding clan for the right to fight a landowner last night.  Was surprised that we got our tanks locked (I'd assumed the result would be similar to a landing tourney).  So I was looking for some more information on land owner battles and saw this scrap and thought I should probably try to understand in in case of future CW fun. Encounter battles and Challengers battles both have tank locking. It's only battles in the tournaments for a riot/landing up to (but not including) the battle with owner province that do not lock tanks.
Related to that is there a logical reason behind locking tanks in land tournaments but not locking them in landing tournies or is that just WG being WG? Landing tournaments can consist of 7 battles in a single night - imagine how many tanks would be locked at the end of that tournament. That would just be too many.
