Who and what are the civilians?

Hypnotik: The one in NA happened because there was a draw in the tournament finals, so neither RDDT or SIMP made it to the battle with the Civilians. One in Europe was like this, and one  in Mediterranean was a no-show by the clan that won the tourney, so it becomes a technical victory for the current landholder (Civilians).
