UPoints that were accumulated before the 10th of September were unavailable to players for a period of time during the data migration. With regards to compensation, the points that were unavailable to players during the data migration were doubled and then credited over to a player's account as a part of concluding the data migration. As such, players should have all of their UPoints available to them. If you are not seeing the proper amount of UPoints available when you go to the Premium Shop, then we would like to suggest suggest submitting a support ticket for more individual attention.
