Customer support NA - question?

Big customer or not, I think this is a very strange situation and I do not understand why I am being ignored. There's money involved and I would like to have it back.   I don't know where to go anymore regarding customer service. I cannot call Wargaming and I cannot put a complaint anywhere. I have been contacting Skrill for a complete refund, but I am scared I'll get banned, even though I never got the purchase. What can I do to get my refund?
