What's the rule with alt accounts and such?

GhostPrime: Hey guys,    To address your concerns, we are not out there actively looking for Alt accounts. An alt account does become an issue if someone is using that alt account in a negative manner, such as harassing other players or avoiding sanctions. So if you happen to have an Alt account and are not breaking any rules, or harassing players we are not as concerned about it as we would be otherwise.
