reason we do not include new tanks in specials is because...
they're new. It's for a few reasons: we don't think they're ready
to be discounted, we want natural gameplay data on their
progression, balance and attractiveness, and because there's not
always a guarantee the update will release before a given special
that month.
To enlighten everyone, a month is planned out the first week of the previous month. So for example, November planning was wrapped up on October 5th, and finalized on October 12th--right when testing for 8.1 started. We weren't comfortable scheduling events with British tanks because there's always the possibility testing will last longer than we anticipate. Basically, we're not going to design live events around something not released yet. We'll get around to supporting new update content with specials the month after it releases.
