It takes 210,000 to get the first perk, another 420,000 for the 2nd and then keeps doubling from there.
To achieve the total of 9 perks it is going to take 107,000,000 XP. This is an obscene amount that I don't think will ever be reached by any player.
After the 2nd perk has been earned why can't each of the next 7 perks be capped at 500,000 XP or 10,000 XP per percentage point.
I think that by changing this players will find it more of a challenge to get the 9 perks than attempting to get something, that is in my opinion, out of reach.
Please take this into consideration.

ways of speeding up perk experience gain.

7.5, since the 13 90 is being bumped to tier 8. But yes it's a
possibility.
