February challenge registration

GeneralDirection: It will start on the 6th. If we have to modify the schedule we will, so that it fits within the month. But I wouldn't be too worried about it; January's started on the 9th and ended on the 23rd. So if it starts on the 13th there's a good chance we can make it fit in February, even with a marginal increase in team participation. The January schedule would have supported as many as 256 teams before needing another round.
Regarding required # of wins -- yep, it will be increased to 3.
