Oceanic Challenge round of 32 rescheduling

GeneralDirection: First of all, RayJones is not affiliated with Wargaming.net in any fashion. He is a volunteer who helps out on the forums, but that is not, and will not be a factor in his ability to participate in tournaments. He gets no special treatment in tournaments, and so there is no reason to tell him he cannot participate.
The same goes for any events judged by the community.
The only contests / events volunteers cannot participate in are those judged by Wargaming employees.
I looked into this and server downtime did not affect any battles whatsoever.
