Not quite. If you look at the map that is posted at the bottom of the announcement, Area 1 is the area that will be open for Stage 1. It has 67 provinces. On the first night of the event, all 67 provinces will count as a landing zone (airdrops with tier 3 tanks! ;)). The landing tournament is capped at 64 clans per province so lots of clans will have a chance to nab a province. After the first night, the map will be changed so that only the standard 8 landing zones will count as landing. The other provinces will then revert to normal.
