Got banned... For speaking English...

I just disagree with the policy... if someone is asking for help in Spanish and you want to help out... is it really a bad thing to try to help in English if you don't know Spanish?     Also, I've seen Spanish Speakers get chat banned for speaking in Spanish in General Chat and Tank Companies... I really don't understand how this policy is fair... they can get banned for speaking their language, and we can get banned for speaking our language...   Is it illegal to speak English in Spanish speaking countries? Is it illegal to speak Spanish in English speaking countries?     Any thoughts or opinions in regards to this matter?
