I had no idea because I rarely use tier 8 tanks (I mostly play tier 6, 7, and 9) since I unfortunately have no competent tier 8 premium, you know that tier is premium tanks galore... and when they buffed the Tiger II I played like 70 matches during those weeks but kept getting most times mid or bottom tier matches, at least it performs much better now so it wasn't that bad, heh. But today it really surprised me to get 8/10 matches only with tier 8 tanks, I will try to play tier 8 more often now that my Tiger II and Panther II feel decent.
