Where are the E100 buffs and the rest of the promised changes?

Einzelganger7: Their priority was releasing the HP buffs for lower tiers and the tech tree changes, so now that both got released is obvious they will start with the heavy rebalance on the supertest, I think on the next weeks we will see the first iteration being tested.
