Not yet, but since they finally released this 1.9 update, this means they will finally put into the supertest those changes planned. Maybe we will see the first iteration on the upcoming weeks.
Now if you mean how the buffs would be, the Tiger II is planned to have a front turret armor of 245mm (from 185mm), the hull 160mm (10mm more). The E-75 is meant to be buffed up to 280mm on the front turret (currently 252mm), as for the E-100, they will increase the front turret to 270mm (10mm more), the upper rangefinder bar to 200mm, and the lower turret to 310mm.
