Apparently it deals either misserable 400+/- damage or over 1k regardless if you shoot at the strongest or weakest part of the enemy tank. I think there is something messed up here since Wargaming's plan on that HE/HESH rebalance was meant to make it into a less random thing but now it is even more unpredictable because it doesn't matter where we hit the enemy, it is a complete RNG roll.
