HOWEVER YOU LOOK AT IT, it is a buff. There is no need to be antagonistic. That is clearly a buff. Is it a buff you wanted? Who knows. But certainly is a buff. A KV2 unlucky enough to shoot type 64 in the tracks or gun mantle, prior 9.12 would settle for a 400 damage splash? Now it can still and often 1-shots it. That is a buff.
