Can we please go back to when arty was nerfed...

Draschel:  They were not always in the game.And assuredly, the important point, not in the game's alpa / beta / closed / open testing. And even a couple first patches.Arty was introduced some time spring/summer 2010, and first only to tier 6. Then expanded to tier 8 afterwards.
