It doesnt work against anyone who know where to aim. It doesnt even slow them down. Unlike the IS-4, which is strong even against most premium rounds (330 heat is about 70% chance to pen sitting flat on) on the upper hull at the lowest point on the upper hull, goes down to around 67%-ish as you get higher up).   And no, the IS-4 doesnt really need to be angled at all. Even straight on its always been reasonably strong. I really dont think youve ever actually faced an IS-4 with how you talk about it, because against most normal tier 10 ammo an IS-4 just facing straight at you on level ground is a very tough target. Tier 10 heavies are about a 40% chance to pen the upper plate, mediums are about a 35% chance to pen. Thats sitting there, straight on, and only assuming that his lower plate is hidden. The IS-4 is an incredibly strong tank and it always has been when its come to its hull, and even its turret (barring the overmatchable turret roof it used to have).
