3-shell balance with tanks, similar to sandbox arty plan

Draschel: The arty ammunition balance certainly is a departure from premium ammunition model. And the anti-armour options (AP/HEAT) that would be available are radically better than what existed before patch 9.18, because damage is slashed. The only problem here, is that the secondary HE rounds are very comparable to pre-9.18 HE because their penetration is high again.....the main reason arty was crapped on before. This will make arty pens so much more common like pre-9.18, as engine decks, turret roof, driver cabin will costly be crapped all over, as few tanks have 60+ here.....the exact problem that led to the incessant complaining and arty re-balance in the first place, years ago. We pretty much have come round circle. Not only that, even the reduced splash radius, is -higher- than it was pre-9.18 too, for normal rounds.  But what I actually wanted to talk about, is applying this non premium ammo balance, to tank and TD ammunition too. Which may possibly work, with the exception of a key attribute, it needs to be combined with armour model re-balance as well. High pen ammunition combined with lower base damage, but comparable cost to normal AP....sure. I will bite, but if that goes into effect its also mandatory that alongside these changes;  heavy tanks, assault TDs, fat meds - front weakspots are available for normal AP pen. Think of a model, like Mle. AC48, or Tiger II, or Super pershing. They have areas of armour, such as large cross section of upper glacis plate that are quite thick and resilient, which discourages auto-aim use against them. If you do use auto-aim and high penetration ammo on these locations for penning hits, than sure the loss of DPM is fair. On the flip side, these examples have available weakspots to be exploited by aiming, simply using AP. Both on top (cupolas, roof, periscopes) and the bottom (LFP, belly, front road wheel)  With this in mind, tanks like 268V4, Type 5, Badger, 907, Maus - whatever .....don't get a free ride when dealing with not so heavy enemies flinging high pen rounds their way at a reduced damage rate. Because people that reasonably want to confront and deal with them, are forced to do so using these high pen rounds because of terrible RNG spread and low amounts of currently available weaknesses to target.  The reasons this won't ever fly, condemningly.... is because of premium tanks that can't be nerfed.  People spent money on their defenders, Chryslers, super pershing, 122TM, TS5, and won't fancy them nerfed with weakness would they?
