Draschel:  HE has  horrid inconsistency and randomness, already bad for the game. By reducing the wide breadth of damage output it does now, to lower amounts but more tightly packed numbers, it makes it more consistent, and exactly that - utility. For instance Type 5 shooting at the front of T95 right now, can do 250 damage, and the next shot can do  0  exactly the same place.  That is an awful model to go by. What we see in sandbox is the gun is repeatedly doing 75-100. That is consistency. This horrifically reduces HE spammers DPM and effectiveness, ability to counter people's positions in lazy fashion, and will force them to aim themselvesAnother great thing, this will entice people to aim. Actually aim. No more random firing, for just splash derp, like KV2/FV/oi   You want to penetrate? Aim your shots, and with those high pen HE you can. Want to just auto aim and splash a tank? Take your reduced  low damage roll. This is good for the game, far fewer broken HE splashesTanks like VK7201 or 705A in great side scrape cross section, get splashed through the slim body you maybe able to see and their track belts, to which no gun has reasonable chance at all to penetrate with AP/CR/HEAT. And HE applies broken mechanics to deal damage, countering his position because of lazy players that don't want to aim to deal damage, or think twice about position.  I like the changes, and I think the utility remains. Light and medium tanks, with their small bore calibers, shooting heavy tanks like Type 5 is usually  0 damage *critical hit*  now. Ever watch the lemmingrush video with him shooting HE at VK7201 with object 140? So many of the 100mm  HE rounds are 0 damage fails.  In sandbox, they do like 25-50 damage. That is the sole purpose of utility, it is a guaranteed cap reset if you aim for the tank  (not tracks or gun piece) and guarantee kills against those enemies with 5 HP left. BUT YOU HAVE TO AIM, no more ridiculous splashing through gun right in the face, or tracks at nonsense autobounce angle I just wonder how they are going to pull this off. Alot of people purchase tanks like KV2R, 50TP, VK7501, SU130PM, Skorp G....that people HE spam in. KV2R the big one. I don't think WG will be too keen on doling out massive refunds available, like they did for super pershing.
