Not at all, I think it's important to talk about stuff like this and be as transparent as possible. There are a few factors that go into the structure - first off, we operate on a product-based structure so for the most part our WoT Teams don't work directly with WoWS Teams, etc. because even just between products there are differences in the way that players behave. Different communities have different quirks and idiosyncrasies. Regionally there are different events that are culturally more important in some places than others.

For example: Canada Day and Independence Day are huge in NA but pretty meaningless elsewhere. But it's a major event for us, so we structure our content cycle for the month while taking this into consideration.

As for gathering metrics? In an ideal world I would incorporate the polling system that Jagex uses for Old School Runescape updates. Essentially when they relaunched OSRS, they incorporated a polling system that allows players to vote on each and every feature of each and every content update. If players don't vote for it, it's not incorporated.

Unfortunately a system like that has potential for abuse, and generally if you give our community an inch they tend to take a mile, so we would have to devise some sort of crafty solution to ensure that every player only gets 1 vote.
