You should see 2-tier games more frequently, and you should be top-tier more frequently. We paid extra attention to the "problem tiers" 6 through 8 which were the most impacted by the previous 3/5/7-only system. The main focus of these changes is to reduce the frequency of matches at which you're placed at the bottom tier. I'm cautiously optimistic, but I played a few tier IX games and about 3 tier VIII games this morning. I was top tier for one of the tier IX battles, two of my tier VIII battles were single-tier, and one was two-tier. I was top tier for all 3 battles, which was nice.
