The chat filter is so that children can play the game (with parental supervision) and not see a bunch of crap that their parents don't want them seeing. If you don't want the filter to hide words like "idiot" you can disable it, but that doesn't mean that using stuff like racial slurs is okay all of a sudden. The filter is more strict than our rule violations policy and banned word list for that reason. (it's also not an ideal solution, because filters can be bypassed, but the option is available for those who want it.)
Regardless of filter, people have been bypassing chat filters in online game as long as I can remember. I was intentionally mis-spelling profanity when I was playing Runescape in middle-school to bypass their chat filter. Implementing a filter doesn't eliminate the need for chat sanctions and a rule violations policy.
