While folks are sometimes pretty quick to call us useless, often
that description is based solely on our inability to break policy
at the request of a player. I've been playing WoT for 5
years. I have about 15,000 battles played.
I know how the game works, as being intimately familiar with the product allows me to perform my job functions more efficiently.
If you need an official response on Policy or game issues, I probably don't have the authority or know-how to explain the motivation and thought process that goes on behind every major decision, as I don't have any stake in that decision-making process.

the window, how about introducing the Valkyria Chronicle tanks onto
the premium shop because with every patch, these vehicles become

player feedback to the Production Teams, but Wargaming is a Global

That isn't, of course, to say that the NA region's opinion doesn't matter; it does, and our region has been at the forefront of influencing the company to create policies which vastly improve players' quality of life. For example: we were the first region to adopt the Exceptions policy for vehicle restorations, and we pushed for the Vehicle Recovery and Crew Recovery tools to be implemented.
All player feedback is forwarded. I can promise you this because I forward feedback from tickets on a daily basis. But the Dev teams are getting feedback from every region. Not all of that feedback is useful to us.
My best advice if you want to guarantee your feedback makes it into the hands of the Dev team: Give us examples. Feedback is great, but what's most helpful to us is if our players provide us with statistics or parameters they would like tweaked in a specific way, so we can explore balancing decisions that we may not have previously considered.
The more data you can provide with your argument, the more useful that feedback is.
