What does RNG do for the game?

DeviouslyCursed: RNG is needed. Without RNG Dispersion is a meaningless stat.
Without RNG Aim Time is a meaningless stat. This also makes all
soft stats that affect Dispersion and Aim Time meaningless, such as
accuracy when moving, after firing, etc. This also invalidates all
crew skills and equipment that modify these parameters. Also,
without RNG Penetration and Armor are very nearly meaningless stats
(you either can or can't pen the weakest spot on the tank you are
facing, any other armor values are pointless). The game would
be impossible to balance without RNG. It is at the core of the
game, and they can't do away with it. Why don't people understand
this? And yes, RNG numbers are pre-rolled. That has been a
known fact for quite a while. And if the game is programmed
efficiently, the RNG numbers can be used for all random rolls,
including determination for module hits and fires, etc. The game
would not know what roll was for what case, it just uses the next
number in the line when it needs a random result.
