If we see 48% for East and a drop to ~ 45% west or vice versa...what will be the remedy? Will I need to continue to go east cost just to have a better chance at a "fair" random battle?

CatStalker: The only way for the "average" win rate to drop is for there to be
more draws. With the absence of draws, the win rate of every game
is 50%.
