Reporting Team Kills

Earlier in this topic someone posted a reply that the person that does the damage on team members should pay the repair bill for the damage done.
This would not only reduce workload of dev's that have to look into all submitted screen shots, but also prevents allot of unneeded bans.
ARGO: I am not trying to sound like a jerk so please do not take this
wrong but If I was in that situation, Is it not the prudent
approcach to ignor the alleged guy doing the alleged attempted TK
and be the good team mate that is right there to pop off a nice
screenshot of the result? I mean seriously, If you ever wanted to
be of help to not only your team mates but the rest of us, you
should have g let him commit the TK first and then took a screen
shot and it would have been him cooling his treads and not you. Am
I not right? If this guy you claim did all that and you had let him
hang himself and got a screenshot then we wouldn't all have to be
his next victims.....Think about it.
I accidently TKed a guy once, I wrote him a PM apologizing and explaining it, he was cool with it and now we are friends. a Win/Win scenario.
