the case for basically everything like video games or streaming

to participate, how many have all the tanks already and how long
the event will take. Based on that, the number is decided (that's
why RU with many more players has more tanks and NA and APAC have
less).

Because every time I do my maths there is plenty more clans with more victories in this campaign. 5th place with 211 victories is easily overtaken by majority of the clans from top 10...
Was there any other special criteria?

counted.
