I watched hundreds of shots track tanks and saw my team waiting until after the tracks were repaired only for them to track the enemy as well.   Under normal circumstances the tracking damage would just flow - my actual experience was no one wanted to damage a tracked tank but sometimes they had no choice. . Expect similar with spotting damage.
