[Sandbox] High-Explosive Shells Revision: Join the Testing!

eekeeboo: I've tried to explain as much as I can the idea of the Sandbox is to test a concept and gather as much data as you can on something before implementing it, this is usually done before even Super Test and to usually assess things like this on the extremes where you would not normally get the data you'd need on the scale that helps balance something properly.  A lot of things on the Sandbox never see the light of day because they weren't fit for purpose, but the data helped inform other changes
