These will keep the staff busy beyond having the time to actively search through the player lists and look up each name and how it may break rules when there are already tickets out there with people already reporting them. In 8 years nobody has had time to do a quick search on a certain historical figure?  It doesn't need to be an ongoing task every day or week.

This is why in the past it wasn't an issue until the report triggered an investigation and the results were somewhat conclusive on what the name is seen as. This is unfortunate but it is a position that is hard to fight against as we would be making exceptions to a rule we have to enforce for others.    The search is done by report, you'd be surprised just how many reports there are for username violations etc and the CS agent who spends time doing the searches and going through username lists manually looking for issues is an agent who would then not be helping tickets or trying to help with more severe technical issues etc. I know this isn't perfect or ideal, but it is the tool we have to work with and the systems we have and as it is, in this case, if the first result is clear rule violation material, then that's what would quickly lead to a rename.
