What happened to passive scouting?

eekeeboo: As the in-game meta changes, you will see big shifts in passive and active scouting. When TD's become the big flavour of the time you will see passive scouting increase as you tend to get more support, but the more mediums you see in games due to a special or something else you'll see more competition for spotting so you have to be more active.
