The public profile you as a company showing to the players seem like it's that of a revenue stream manager, not the one of a game developer.   When it comes to your question about progression: You could like someone else said have either balanced the XP-bonus accordingly or made it also apply to only the elited instances of the normal vehicle, that way the XP accumulated would still be Free XP that would need to be converted, but we would be able to have more content by being able to chose between also non-premium tanks.   Now it's just way to much, I feel like I'm walking through a market place, fending off overaggressive salesmen. Not playing a tank-game.
