Tank balancing should be done by the top bracket of skill as that
illustrates the maximum capacity of said tanks. Testing according
to the lower bracket of skill only ensures you'll be artificially
inflating tank performance to compensate for player deficiency
which is a terrible way to balance things. Most CC's are
(very) good players who can quite easily develop a relatively
accurate opinion of a tank after playing it for a dozen games or
more as they understand the game mechanics better and hence can see
the impact of a tank on the average match. Cobra 6eekeeboo: That's a fair point. But balancing to the top echelons of
your player base is dangerous. Even now on averages, the perception
of "average" is higher than what average in the game actually is.
It's important to balance for the average player and the whole
player base otherwise no one will want to buy a tank they can't
use. And it's understandable to have a CC and a very experienced
player, form an opinion over how they know they play and how they
perform and behave etc, but then having someone else form an
opinion based on someone else's play style and performance is
not an ideal way to base your judgment on how the vehicle will
perform overall.
