Artillery rework concept (too much time on my hands, very long)

eekeeboo:   If you read the proposals carefully that's all they are, people will always find something to whine about, including "missile noobs" even from swingfires who have no option.    The main issue a lot of people have with artillery in this game isn't so much as having your game randomly ruined with no warning, but the fact XVM still allows a good player to be completely removed from a game.
