full gold ammo loads still count as pay to win

In WoT for example, if someone pays to get an instant T10 tank they wouldn't be fighting against players in T5 tanks. They'll be matched against other T10 players(no unfair advantage). There's really no difference between the two definitions of p2w..both boil down to "Ability to pay real money to get a gameplay advantage in some way"
