Is staying in mid or lower tiers a viable playstyle?

I sure hope not. I'm sure I'll spend a little money to speed my progression on whatever equipment I chose for my endgame anyway. But if I decide not to go for the biggest tank the game has to offer I hope I'm not going to have to play against players who do.
