. Sael_: The game structure and general player behavior presumes that
older players mostly spend time at tier VIII to X where credit
expenditure, especially for the latter, is huge. Hence the idea of
rewarding a veteran with a truckload of credits.

Sael_: No, sorry, the rule has not changed from the past iteration
so it wasn't mentioned as an update: once you complete the program
once you cannot do it again.
