trade-in discount. So if your discount is 5000 gold and the tank
you want to buy is 10k gold, you will need 5000 gold on your
account to get the option.

It is not meant to work for tanks that were sold recently (mostly
accidentally). Not sure what the situation is with your T14 is
unfortunately, but I am sure that the Customer Support guys would
help you if they could.
