The test server were filled with LTs, paper tanks, arta, and
players that yolo stright into a bunch of enemies, so there's no
wonder the LTs could do decent amounts of damage in that
environment. Why not keep the Sandbox implementation and then tweak

Don't forget that that the devs have access to a lot more data than regular players. While player feedback is very important it is only on part of the picture. The developers are making decisions based on all the feedback from the different regions as well as the data they are collecting.
