Because compared to his russian, french and american counterparts the gun is clearly underperforming in any way, you just need to see that. And please don't tell me "working as intended"!
Overlord: While gun characteristics of a particular tank might be
worse/better than the ones of its counterparts, that's not the only
component vehicle performance is based on. At present we are not
planning any changes.
