Looking at Snib's Unofficial Statistics the T34 has the 2nd worst WR% of all normal tanks in the whole game (only B1 is worse).
Lowest win ratio in Ggme:
T34: 45.13%
Churchill: 44.82%
B1: 44.26%
KV-5: 44.24%
T14: 44.12%
NOTE that 3 of the 5 are Premium tanks, so their stats are a bit distorted by gamers who don't have too much game experience.
By your comments you are suggesting that T34 had to be nerfed even more to be comparable to the Löwe, which to many of us, with all respect, is quite frankly utter nonsense.
The only stat the T34 currently has that is better than Löwe is a few mm more PEN and 10 or so more alpha damage, everything else, including mobility, has been nerfed to non-existence.
Q2: You mention in one of your posts that you have conducted "internal testing", which sounds like you haven't placed your decision on the test servers?

1. I guess these are all-time figures, right? Or just from 7.2 testing? In the latter case, they do look odd. If the first option is correct, it's quite feasible. That was one of the reasons to reduce the tier of T34 in the first place.
Regarding the specs part, you are right. T34 now has very few, but distinct advantages which clearly determine its role and gameplay in battle, which is not bad.
2. Public testing is not very helpful for balancing. Players change their styles dramatically and use gold stuff often. We are getting absolutely abnormal data, that has little sense for balancing.
