Is there a Design system you use when first looking at a tank to give you an idea of how balanced it would be with other tanks?
For Example:
Tank X has Y thickness of armour and that is worth Z points, and the Gun is worth N Points.
Equally how do you select which tank goes to what tier?

Overlord: There is not specific tool for a complex assessment, usually tier is determined in cooperation of game designers, producers, and warfare experts. After there is a mutual understanding game designers do their part tweaking the specs of the given tank to as to adjust in for a particular tier, sometimes it may require some additional research and introduction of extra modules to enable better performance.
Initial balancing is often subjective, that's why it's verified during several stages, including internal testing, supertest, public testing, and even live server (next update).
